Delhi High Court Opens Roads of DLF Chhatarpur Farms for Public Use – A Major Relief for Commuters of JVTS Garden, Chattarpur Extension, etc..

The Delhi High Court has given an important decision in favor of the local residents in the case of Chhattarpur Farm Welfare Society preventing the common citizens from using the road by putting up a gate for the past several years.
After hearing the petition of local residents of JVTS Garden ( Chhattarpur Extension ), the bench of Justice Mini Pushkana ordered that common citizens will be allowed entry through the roads of DLF Chhattarpur Farm and no charges would be levied for this. The court also directed the Chief Secretary to assess the condition of DLF Chhatarpur Farm.
The court also ordered the Chief Secretary to assess the fact whether any private road can exist in Delhi after the promulgation of the DDA Act, 1957 & also directed to call a meeting of the Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD) and other departments to assess how some private parties are claiming the roads as private roads.
Disagreeing with the argument of the counsel for Chhattarpur Farm Welfare Society that DLF Chhattarpur Farm is a private area and has private existing roads, the bench said that this claim does not seem to be in accordance with the statutory provisions governing various lands in Delhi.
The society has deployed bouncers on this route from Chhatarpur to Sultanpur and due to this, common citizens have to face a lot of trouble. It also claimed that for more than five years, people have been charged annually to use these routes. Currently local citizens have to take a coupon of Rs 2,950 for the use of the way.
The next hearing will be on 22nd September 2025
With the above comment and direction, the court listed the hearing of the case for September 22 and directed the Chief Secretary to submit a report.
Petitioner Chhattarpur Extension residents have filed a petition seeking direction to remove the gates installed by Chhattarpur Farm Welfare Society on three routes of DLF Chhattarpur Farm.
The petitioners said that the way for common citizens has been restricted by illegally installing one gate each on Chhatarpur Bhati Road, Chhatarpur Mandi Road & Chhatarpur Sultanpur Road.
